Job Description
The Program Manager is accountable for overseeing all aspects of moderate to highly complex projects.
The program manager must have the ability to manage across the ongoing projects to support planning and communication, including the strategic roadmap of the projects.
The specific work efforts are strategic, cross-functional, and integrated in nature.
The project teams are comprised of internal resources and external vendors, and projects often have fixed deadlines.
The program manager is responsible for stewarding the critical enterprise efforts and driving the delivery of transformational change by providing oversight to the assigned projects.
The Program Manager’s primary responsibilities will include driving schedule creation and tracking, issue/risk identification and mitigation, dependency management, resource/budget tracking, and executive-level communication.
The program manager may also own unique problem solving assignments, as it relates to improving governance, reporting, project management processes, and general operations.
Multiple methods of delivery (agile, waterfall, mixed) are being used to deliver project outcomes and as such, the Project Manager must apply experience in blending traditional program management principles and practices with an agile development approach in the right proportions based on size and complexity of the project/product.
Position Specifications:
1 Key Responsibilities Include:
Oversees complex projects often involving multiple internal and external constituents and matrix partners
Responsible for overall coordination, transparency and stability of project oriented work efforts
Leads cross-functional meetings and fosters teamwork on matrixed teams; drives issue escalation and resolution
Coordinates of technology resources and collaboration with cross-functional teams from multiple business groups
Defines and tracks project milestones while developing, maintaining, and reporting on an overall integrated delivery plan
Assess and engages appropriate stakeholders to resolve all high priority cross-program risks and issues as they are encountered
Provide ongoing support and communication between our business and technology teams
Assesses and reports health of all projects in an objective manner, maintaining project transparency and accurate status; keeping technology and business leadership informed
Represents the projects/program and its objectives in all
governance/compliance/regulatory and gating forums
Maintains resource allocation throughout the project
Identifies, coordinates, and communicates project interdependencies and impact
Drives achievement of projects/program success factors
Ensure all projects adhere to project methodology compliance standards set by the company
Reviews and manages program budget variance and scope change requests
Addresses escalated resourcing issues with project manager and resource manager, as needed
Driving project management best practices
Validates financial forecasts and provides on-going reconciliation of resources and other related project expenditures
Develops communication plans and interfaces to execute on responsibilities
2 Essential Skills/Knowledge:
Excellent project management, organization, and team collaboration skills
Excellent written and verbal communication skills, communicating about complicated projects and issues in an easily understood simplified style to any audience
Excellent facilitation, collaboration, negotiation, and presentation skills with proven ability to work effectively with all organizational levels
Ability to manage and report progress of dependent and independent project initiatives
Ability to anticipate risks and devise solutions in the moment
Comfort with ambiguity, frequent change, or unpredictability
Understanding of software development lifecycles and experience managing internal, external and hybrid teams
(i.e. Agile, SCRUM, Waterfall, Iterative)
Proficient with the Project and Portfolio Management Tools (Visio, MS Project, Clarity, etc.)
In depth understanding of and application of project management concepts including documentation standards, risk identification and mitigation techniques, dependency management and change controls process
Proven problem-solving, decision-making, and financial skills
Has experience applying project management best practices in the absence of entrenched .project management standards
Ability to navigate a highly matrix organization effectively to remove roadblocks for the team, facilitate team operations and lead planning meetings.
Experience managing multiple projects simultaneously with vendor/contractor resources and relationships
Manages moderately high complexity projects independently with minimal oversight and direction from others
Ability to lead across a wide variety of technology project types
Provides steady leadership in the face of uncertainty, change, and aggressive deadlines
Delivers project results through leadership and influence rather than authority and control
Ability to adapt and respond to changes both inside and outside the projects/program
Effectively builds relationships with business partners, technology stakeholders, and vendor partners
Creates an environment that motivates, inspires and respects others.
Ability to build team cohesiveness to achieve results.
Ability to accurately forecast project costs and resource utilization.
Must be able to work as an integral part of the PMO Team and maintain good rapport with all departments
Ability to accept change and be flexible; focusing on action and outcomes
